Could someone clarify what is meant by "suitable brakes and gears"

LOL, Suitable gears for a beginner would be enough that they can get up "most" hills I suppose, (e.g. not a single speed, unless your a complete savage) and that they are working properly and running smooth (Shift correctly and lubricated). As for brakes as long as they work, Obviously some brakes are better than others but once they are in good working order, i.e. brake pads are not worn, you'll be fine.
If you are unsure drop in to your local bike shop and have them give it a once over, Any of the lads in the Cycle Inn will point out anything of concern.
Your bike does not need to be a top of the range machine just one that works well.
